Bill is the creator of the successful Pokémon storage system. He is originally seen dressed as a Kabuto, paralleling a particular instance in the manga/anime.

- In costume, Bill appears briefly after the Player succeeds in crossing Nugget Bridge.
Route 5
- As Misty suggested, Joey and Maruto go see Bill for S.S. Anne tickets. After they receive them, they reject Bill's invitation to his house and leave.
Route 15
- Bill can be seen out of costume in the crowd in the opening cutscene.
