Route 24 is the 12th Pokémon Tower Defense level. It is heavily based on the Nugget Bridge outside of Cerulean City.
In this level, you have to fight 5 trainers in a row; first you will have to prevent them from crossing the bridge with their Pokémon, then you will attempt to cross the bridge with yours. The mechanic is similar to the Old Rod Challenge and Rock Tunnel.

For the second part, the one which you have to send your Pokémon to grab the Rare Candy, just throw out all your best Pokémon and you will win (NOT missingno.). You can also use an Arbok with Stockpile for higher defense. As well as that, you could just send in all of your strongest Pokémon at once and the enemy Pokémon attacks will focus on the last Pokémon, therefore leaving the first Pokémon to go free. For the later levels, when you must defend against one or two Pokémon, you may want to use a Pokémon that knows the move Roar or Whirlwind. Growlithe and Vulpix will already know Roar when captured from Mt. Moon 2, Pidgey and Pidgeotto learn Whirlwind at Lv 17, and Butterfree learns Whirlwind at Lv 22. If you are having trouble with the Mankey belonging to the Camper, then try using a Golbat with Aerial Ace when defending the candy and when attacking it. Alternatively, you can use self destruct when defending against the Mankey. Rock-type Pokémon often have the highest defense stat, and Clefable is hard to defeat since it has lots of health. Those are good for the defending rounds.

Have Raichu, Beedrill, Arbok, and two Oddish be in your team.
To prevent the first trainer's pokemons from getting the candy, Arbok needs to use Leer to lower all targets's defense. Beedrill needs to use Twineedle and Raichu needs to use Thunderbolt. The same method goes for preventing second trainer's pokemons getting candy.
To pass the first trainer's pokemons, make your pokemons appear in order around the same time. Make two Oddish appear and then the fast pokemons, Arbok and Beedrill, respectively.
To pass the second trainer's pokemons, make two Oddish and Beedrill appear in order quickly.
To prevent Joey's pokemons from getting the candy, Arbok needs to use Leer again and Beedrill needs to use Rage. When Beedrill's Rage activates, make Beedrill immediately uses Twineedle while Arbok uses Leer. When two targets have lower defense, make Arbok immediately uses Bite. The same method goes for preventing the fourth trainer's pokemons getting candy.
To pass Joey's pokemons, make the two fastest pokemons, Arbok and Beedrill, appear quickly. The same method goes for passing the fourth trainer's pokemons.
To prevent the fifth trainer's pokemon to get the candy, make Raichu be use to attack the target using Thunderbolt.
To pass the fifth trainer’s pokemon, make Beedrill appear.
Each of the pokemon needs to level up until they finally reach a level where they able to defeat all the trainers.
